Bees are not short of accommodation....roof spaces in buildings, especially the box areas behind fascia are perfect spaces for them and are utilised by swarms all the time.
 
Take a box full of old black comb (nice smelling) , nail to a tree 3/4ft high, easy to get at and wait for neighborhoods swarms to come in up to 3 miles.
When established after 3 days remove all the frames and bees on to clean fresh foundation clean the old comb and reset another bait hive once the bees have arrived it dont take long for them to tell the other hives.
its not hard to do just a bit of common.

Problem your neighbors losing his bees! As often the case he doesn’t believe it’s his. untill its too late!!!
