cannot seem to get an ID on this in hedgrerow near my house about 20mtrs of it, the scent is incredible, beautiful and it is covered in my Honeybees..

Yes, it is privet.. I have a hedge of it - mainly without flowers.
 
Easy propagated cutting 6" long strip lower 3-4" leaves and just stick in ground. don't normally see its flowers due to use as formal hedging.
 
Privet honey is alleged to be an "acquired taste" but if you store it for a year or so, it mellows and is reported to be delicious.

I have privet near me and I'm hoping the bees haven't overloaded on it to make the crop an "acquired taste"
