an interesting Bee

I have been fascinated today by one single bee in a hole on a my fence post , the bee was carrying leaves bigger than its self and has totally blocked off the hole, could it have been a mortar bee that has laid eggs in the hole?

Thankyou both so does the bee have teeth I was wondering how he was cutting the leaves? what do you think is in the hole eggs? it was very nice to watch

They lay an egg in the hole and fill the rest with leaves. I watched one doing the same on my garage wall.
