Hi,

How quickly they should draw a queen cell on a test frame when queenless?

The test frame has to have the right materials for the bees to work with obviously. One or two day old larva and they will start immediately if the frame is all eggs then it will take a few days longer.

I have transferred frames with eggs before and noticed that on the next inspection it is clear the eggs have been removed (I don’t suppose this happens every time) so it is much better to transfer a frame with very young larva.
 
I find the best thing to do is find a patch of eggs, scrape away drawn comb back to the foundation for about and inch below these eggs so that there is a flat piece of foundation below them. This is where the cells with eggs will now be drawn out into queen cells. Works every time, they don't move the eggs, you know where to look for cells and they are generally of good quality if you want to keep them
