What size spikes are long enough? These are 28mm would this work?

It'll just make a mess of the comb and won't loosen the heather much after all that faff (you have to run the roller back and fore a half dozen times or more for it to have any effect) and after all that you'll have the bind of trying to filter the wax fragments out of the honey - not a small job with a thixotropic substance
 
I've no idea what that item is meant to be used for but the spikes look as if they might bend? Worth a punt at the price I suppose.

That is a regular de-capping tool. Not rubbish, it works well.
it's rubbish for loosening heather (which is what the question was aimed at), and makes an unholy mess as an uncapping tool, so yes, in my opinion, it's rubbish
