Queens not laying

I have seven hives in one Apiary and all Queens are not laying, I have had one or two not laying in the past but not all . They have capped stores but not much fresh stores , is it a good idea to start feeding?

Before thinking about feeding, do the queens have space in which to lay?

Is there any brood and at what stage?
Have they pollen stores?
How much empty room is in the broods?
Have you treated for varroa and if you have what with?

They have room for laying , not a lot of pollen I noticed today and just started oxalic vape today as noticed vorroa on a few bees

Same for me today, inspected 8 hives no open brood or eggs in 5.
