I think you mean the Australian article on Frau Christa Winkler (http://www.theabk.com.au/articles/2016/8/4/queen-insemination-in-germany). She used to do it for a nominal fee just to subsidise her trips around Germany. She's a bit old for that now and the only way you can see her work is by making an appointment at Elsfeth. I think she's cut down on the amount she does now.

Hi ITLD long time no speak. No worries on scale I think about 4 hives tops after all, the landowner could get into bee's and put the forty + on their land and no one could say a sausage. They are contemplating having bee's themselves too.

The hives at the roadside are mini nucs with virgin queens inside.
The drones are provided by the local bee institute. It has to be that way because they have to be of a specified lineage. Frau Winkler updates the beebreed database to confirm the 1a virgin queen, 2a dam and 4a drone mother. There have been some changes to the database recently (this year) that allow you to specify the 1b queen now (necessary for sdi). All of this is confirmed through the bieneninstitut.
