Colony build up depends on many things, the best we could do is guess but one thing is sure, it can very often take beginners by surprise. What bees are they? Were they Carniolan nucs? They can build up very fast and you need to be on top of it. New beeks often post here saying they don't think the bees have swarmed judging by the amount still in the hive
Look on the association website and you will find a breakdown of additional payments for more than three colonies. You can always unite colonies but at some point you could have twice the number you start the season with.
