I’m struggling to find who you are quoting but the truth is that they should.
A thorough brood check in the spring and one after harvest to look for disease. It’s a must. If you don’t know how to get your SBI to show you.

you may need to check the brood box weekly during the swarming season but yes, a thorough examination of the brood only needs to done a few times a year whatever the idiots 'Experts' say

I do weekly checks up until about late September.
