Vespula germanica, commonly referred to as the germanic or European wasp. Confirmed by diamonds running down the centre of the abdomen and 3 dots on the mask (the normally yellow triangular part of the face bordered by the mandibles). Not necessarily a queen as germanica is the larger of our commonly occuring wasps and workers @ 20mm length are not uncommon.
 
Thanks for the info, going to be a lot of wasps around later in the year, giving the bees something else to do. But not this one !!!!.
