adding a super / difference in hives

Hi two questions really. 1) I have 2 hives. hive A is SOO busy and the super is nearly full, can hardly lift it. Do I put the new super above the first one, or under it.

2) My second hive B situated on the same plot (but with not quite so much sun) seems to be fairly busy but there is nothing in the super at all - not a thing. new queen this year, plenty of stores and capped brood and larvae. Is there anything I should be doing - Many thanks .
 
If you put under the capped one they don't keep walking over that capped one to reach the new and so messing it at all with little feet!
 
1) Either but generally under (bees need to cross it to access the nearly full super)

2) Possibly remove it (the super)? Hive type and size might be useful information, as would complete frames of brood, empty drawn frames, foundation frames, Q/E on or not, new or old Q/E, history of queen change, etc, etc.

All, and others, could have some bearing on sensible advice offered.
