Then there's your answer and just what I would do putting inspection tray in as soon as you've done it.
 
Your colonies could have been re-infested through robbing. Re-infestation was a big problem in my part of the country last year. Did you treat all the colonies at the same time? I lost one colony for sure to varroa last year due to varroa compromised winter bees. Also, I treated earlier than usual for me last year and I think that was a mistake. You must sublimate.
