But would it be cheaper to not build the houses properly, if the council had to pay out the claims as they could not be insured, and re house the people every time there there was a flood, which could be often with climate change.

Big parts of Holland are below sea level, in fact they were sea.

Most houses built nowadays are just quick build cheap rubbish to facilitate a quick profit - they don't care what happens to them once they're sold. Legislation covering building on flood plains came in a few years ago which meant that any 'outline permissions granted on a flood plain would be withdrawn, but funnily enough full permissions were given in quite a few cases.

You will be wanting planning, policy, building regs to be consistent, logical, and even enforced next. :)
 
The costs of planning permission - it can take years - plus the legal obligation to include social (low cost) housing in developments plus the cost of land ensure new housing costs a lot. Short cuts are essential to make it affordable.

At the same time, population growth of 10 million extra heads to house in the next 30 years ensure a shortage of housing. And eventually interest rates will rise -by some 3-4% - and that will ensure most new developments will become unaffordable.

Meanwhile British housing policy and building has been so bad that councils are busy demolishing 1960 and 1970s high rise blocks as unfit to live in.

In reality, a standardised modular housing program could enable new houses to be prefabricated and built in volume at low cost and installed at high speed. Planning would be easy... a box ticking exercise.#
(Architects and builders will oppose it as they will lose out)


(as in post war "prefabs" - many still doing sterling service after 60 odd years and well past their design life).

There is NO political vision or drive to do it .


# most other countries do it. See US and pre built wood kit houses. The UK meanwhile uses bricks.. a labour intensive system hardly changed for 200 years subject to huge variations in quality. Councils love bricks and hate prefabs and wood.

Go figure why.

23/12 weather warnings

Im off to London tomorrow and went on the southern rail website just now to check trains and saw this:-

Weather reports for Monday 23 December indicate that the Sussex area will see heavy persistent rain across the region with wind speeds of between 50-60 mph from 16:00 on Monday through to 09:00 Tuesday 24th December. During this time we may see winds gusting up to 80mph.



The high winds will require Southern to reduce our operating speed to 50mph, this reduction in speed will require some trains to be cancelled and others, particularly on main line and coastal routes will be subject to delay.

Ha - this is the motto of Ceredigion planning department in a nutshell. If you have the money you can build whatever you like, just pay the fat man on the way out.

Forecast for this evening is dire, especially the North west of Scotland. The whole of Southern England is in for a second pasting!

Lots of rivers have burst their banks, stopped raining here now hopefully give it time to clear a bit.
 
Terrible conditions today, got soaked, loads of flooding, nearly got the van stuck in the middle of a huge pond on the road.
Getting over it now ... with a nice bottle of red.
 
Trouts little tails must be going like mad, when the river is fast in flood.
 
They'll bend their bodies aero foil style until they find a hole :)

Swansea council has now created a flood area by lowering a river bank to stop flooding where they have just built some expensive boxes, If only the didn't build a barrage to stop the river flowing naturally so rich boat owners can pay extortionate mooring costs, things would be a lot better for all including the salmon and sewin if they just left thing alone
It will be interesting to see what the environment agency say about the river bed silting up as a result of soil been washed of the flood area and destroying the structure of the river but I guess fat cats don't worry about things like that
I could just rant on but after the swansea copperopolis it wasn't until the sixties when fish started running up the river again in 1992 they built a barrage and now messing with the river natural diversity, what next pipe the river!!!

The Neath did well from the barrage - a lot of the salmon went up there instead, been watching that artificial flood plain with interest - pity I didn't have time to go down today - it was dark when I was in Ponty this morning.
The Aman and Berach in full flood with us - haven't seen the Berach so high since the big floods in the early 80's - I bet that diddi..pike... rather dodgy car dealing type person who built his house slap bang on the confluence below me must be twitching today. I might think about getting my wellies ready if the water rises twenty feet above his chimney! :DI hope all the id!ots who stole a bit of the Berach river to extend their gardens have come a cropper as well.
Chickens didn't seem fazed by it all though - out all day in the wind and rain maybe SWMBO got ducks by mistake!
 
The flood plain was well under water today, I would love to know how many tons of soil got washed down the river turning a free stone river into a mud bath

Not heard wind in our neck of the woods like it is tonight for many a year ... trees in tbe garden are really shaking ... forecast said it would peak around midnight and I think they are right. Hive is fortunately sheltered behind a wall so I think it's pretty safe but there's a lot of stuff blowing around the garden. About an inch of water on the patio as well ... hope it improves and I dread to think what some people are suffering if it's like this here .... best of luck everyone.

It has, just seen on the news that over 700 pedophiles have been identified in this country.... and they are still alive, i think they should be turned into bio fuel.
