Switching 2 nucs places

Inspected 2 nucs both with queens & brood. One very strong with 4 frames of brood plenty of bees the other 1 frame of brood and just a few bees. None of the frames in both nucs had full frames of brood.
To balance the bees I was thinking of switching round the boxes for a while.
Would this work?

24 + a few nucs....this has to stop!

They would benefit from a frame of emerging brood to boost nurses number and get the queen to lay more.

They sound like they would also need all the nurse bees on that frame as well, they don't have enough bees to look after more brood.
