Quite right, local honey is an artisan product. Shrink wrap looks more appropriate for packers of imports by the container load. It's not about substitution or fraud about the source, that has to be taken on trust. It's just an indicator that while the jar was on the stall nobody opened it and stuck a finger in.I think the tamper strips fit better with the image of home produced 'cottage industry'.
Shrink wrap bands seem more commercial to me.
