JzBz problem

I've not used JzBz cages much. The last two queens I introduced were with these. A week (maybe more!) after removing the fondant cap, the bees hadn't eaten through the fondant. I use the fondant for cakes, not from a big block. Any idea what I'm doing wrong? Too much? Packed too tightly? Or the bees for some reason deciding to keep the queen contained (and fed)?

Only thing I can suggest is change your candy - try icing sugar mixed with honey
