Can you use drawn frames in a new hive so the bees don't need to start from foundation?
 
Yes, no problem as long as you know the origin of the old frames. Frames wax and even hives can harbour disease.
 
I have offed some by a mate of a mate. They say there no disease but I think it's best not to take the risk.

You could fumigate with acetic acid (look at Tho*ne's catalogue) which is said to kill Nosema and wax moth but I don't know if it kills foul brood.
