Electric radial extractor works well. Add the warm/hot water first, then slowly pour the sugar in whilst the cage is turning. Do not dump the sugar in. No paddles required. Even has a tap at the bottom to make it easy to get the syrup out... ;)

+1 here for Belgosuc (aka "not Ambrosia"), though. Worth it for the lack of faff and long shelf life, and hence the immediate 'run some off when you need it' factor.
 
Just a thought but given mixing in cold water works provided it can be pumped...

Screwfix sell a submersible pump. The blurb says it can deal with sediment and it is a good little unit as I bought one to pump out our extension foundations. Not admittedly tried it with sugar as I feed fondant these days but could be worth a try at £70 odd.

Another vote for Belgosuc... just took delivery of a pallet of the small drums this afternoon. Not presently geared up for handling IBCs
 
I use a old milk tank. The motor has a large paddle and is geared just right for mixing. It has also got a tap that makes it a lot easier for emptying after you have finished mixing. I also use cold water and it only takes around a hour of mixing so is a lot cheaper then heating up the water.

How do you use the pump system with cold water? I have a large tank to hand..
 
Just recirculating it back to the tank

A couple of hours or so should do it depending on the volume of course.
