I'm going to boil some wax and old comb in a small boiler I do not have any soft water (rain water) how much vinegar per gallon to use to soften hard lime water.

I don’t melt wax in water. I wrap the wax in muslin, and put that in a double boiler. When melted, lift out the cloth with all (or most) of the slum gum, and pour the wax into moulds. If you have a metal pail, bucket, or pot that fits inside your boiler, then you can do something like that.
 
I’ve knocked up a simple wax melter - black plastic box with Perspex on the top and inside there’s an old baking tray on the slant with holes drilled in it and a box filled with water. Dump the wax on a piece of kitchen roll on the baking tray and it will drip down thru the holes and into the water box.

The kitchen roll filters out 99% of the scum.

Free melting on days like today.
