bee looked like swarming, then didn't

Can anyone tell me why the bees apeared to start swarming.
The queen was removed on the 6th April, The hive was inspected a week ago and all but one queen cell removed.
at midday today the bees all appeared outside the hive for about 20 mins and then gradually went back in to the hive, since then they have behaved normally.
 
Open or sealed cell left?

If sealed there is your answer and not being funny but every beekeeper should know the basic table of development. QC sealed at 8 days and emerges at day 16.

Why didn't you put another box on top...looks like you got lots of bees and not enough elbow room

Waving her off... on a mating flight?

April 6th to now seems probable. If those were all the bees (or even half), there are not many in that hive! But noon is a bit early for a mating flight.

As PH says, not a lot of point removing queen cells after all that time.

No location, so no idea of weather at the moment. Hardly warm enough here, today, for good mating.
