Probably through the back door into and EU country.
Millions of bees imported legally into the UK from Italy, now officially the place to get SHB!
Hairy Chinese Crabs in the the River Thames!
Japanese sea squirts have decimated areas once populated by the endemic European marine mole, alas now said to be extinct. ( although they say there have been reports of it hanging on in the Isle of Man.
Where will it all end?

Are they sending Australian bees to you?
Only queens, and not many. The official word is http://www.nationalbeeunit.com/downloadDocument.cfm?id=2

2. You cannot import packaged bees from any country outside the EU (except New Zealand) (see further details in paragraph 11 on page 7).
Para 11 just names the regulation and the paperwork needed. We can import queens from specified countries which include Australia, but most are actually from NZ and Argentina.

In 2013 there were 8,242 queens imported officially from within EU. Of which 4,263 were from Greece. From outside, 240 from Argentina, 540 from NZ. Packages: 2309 all from EU, of which 1000 were from Italy (NBU SE Inspector's annual report).

Looking back through the reports it looks like imports from outside the EU have fallen off in recent years. 2011 saw over 1700 queens imported and that included the last official import of queens from Aus. Seems small scale compared with your 1500 a year Michael (IIRC).
