AH primary nest?

Is it possible to identify this primary nest from the shape / size or do I need an actual sighting for identification as AH? I understand that primary nests of wasps and hornets are pretty similar.
Context: border italy-france (AH is well established there), 8cm diameter

Yes, that certainly looks like AH to me.

Second pic is clearly AH.

I agree with my colleagues. In the second photo, despite taking the photo against the light, you can clearly see the yellow legs and the tip of the orange abdomen compared to the rest of the black body.
A European hornet would be much more yellow than black.

Another give away is that velutina holds its wings out when at rest at circa 45° to its body whereas other vespines hold their wings in line with their bodies.
