is saying that lower solar output is responsible for the higher temperatures seen round the world.. thus implying higher solar outputs will do? reduce temperatures perhaps?

It is absolutely full of garbage like that. If I had the inclination I would tear it to bits properly but whomever writes it has a degree in obfuscation. And thinks readers are half wits:
