Unenforceable in my opinion as others have said.
Would a licence cover one hive or 30 and could you get an EU subsidy, and how would they count the hives? Like italian olive trees are counted?

you can make a much better case for horse riding(an extremely dangerous pursuit) on the public road requiring a license but even thats not going to happen

Just back from a riding event with my daughter and granddaughter. Some of the horse/rider combos had very poor control. I might be out of the loop but my icelandic horses are trained to behave properly on roads and elsewhere. The major problem is low expectations by uk riders when training and riding.
On Iceland a badly behaved animal that doesn't respond to training usually gets transferred to the dinner table. Here some idiot breeds from it.
