A natural disaster ? Well, not quite yet, apparently.
A state of emergency has been declared because ....
... the country is fast running out of toilet paper. The government has taken over the running of the principle manufacturing plant, and the Venezuelan National Guard is protecting it.
You really couldn't make this stuff up, even if you tried really hard.
