Should I remove brood that is hanging from my brood frames?

Some of my brood frames are almost completely full, others (outer frames) are empty. The full ones had brood cells both on the top of the frames (which was basically destroyed when I removed my queen excluder, which the brood was half attached to) and hanging cells on the bottom of the frames. ..
Limited sample and all that but I've noticed more wild comb extending frames this year than previous. My hives and association ones too. They've been very keen on wax production wherever there are gaps, building wild comb in fondant bags and slung under the brood frames, and that not just drone but worker and storage comb. Could it be weather related? Maybe fewer brood breaks this winter produces a cohort of bees and they have had weather warm enough to prompt wax working? Early nectar produces prompts to lay up stores asap?
 
I would expect there to be a simple explanation - like too much stores and too little laying space. Reading on here how much fondant has been fed this last non-winter, that would not surprise me.
