Several Eggs

As ever I come in search of guidance please. A few weeks ago I collected a relatively small swarm and put it in a nuc box with 3 frames of partially drawn foundation (14 x 12) with a little stores. After a week I was very pleased to find that there were eggs on 2 of the frames. At the next inspection I found that none of the eggs had hatched and that there were now 2 or 3 eggs in each cell ??

I wondered whether it was lack of stores, coupled to relatively few bees and the colder evenings. However, I would have thought that the cells would have been cleaned before another egg is put in there.

I would appreciate comments on what is going on.
 
Thank you, so what is the best way forward ? Should I add a frames of eggs / larvea from another hive and let them draw a queen cell
 
Need some dates and other information before jumping to conclusions.

A few weeks ago: A date?

Actual size of the swarm? Relative to what?

It seems that it was likely a prime swarm? Was there any hatched brood at all after the week?

Did it arrive and house itself (bait hive)?

Or collected and possibly lost the queen?

Have you fed it and how much, along with how much stores they have/had?

Expansion over these several weeks?

So not a lot to go on, so far.

I would guess (and I hate complete guesses) that it was too cold and there were little or no stores at all.
