It's school boy doggerel .. say it out loud as you would if it was English ..

Caesar adsum iam forte
Pompeii aderat
Caesar sic in omnibus
Pompeii sic inat

Cesar had some jam for tea
Pompey had a rat
Ceasar sick in omnibus
Pompey sick in hat !

Oh the joys of a classical education .... it does have a meaning in true translation but it does not make a lot of sense.
