In remote parts of Scotland some people buy a central heating oil tank and have it filled with fuel for their car. The idea might catch on further south at this rate.

Doesn't sound like a good idea. Petrol is a lot more volatile than heating oil, so the tank may not have sufficient protection. Danger it will be the quality of pool petrol in no time, too. Gummed up engine will mean you burn more... Petrol.

Can I be done for breaking the hosepipe ban if I syphon the neighbour's?

How do you syphon a neighbour?

And if it's not illegal, it certainly sounds immoral.
