Nest identification

Hi folks,
I was wondering if anyone could help identify this nest? I guess it’s a European hornet’s nest - cells much bigger than a bee and therefore I assume much bigger than a wasp but I don’t really have a clue. However, total nest size could fit with a big wasp nest.
We have been away for a week and as I let the dog out into the garden this morning I spotted this. Hand for scale!

No it’s completely empty. We haven’t had many wasps or hornets in the garden so I’m not convinced that it’s fallen out of the tree above

What do you suggest I do..?
I’ll email the bee inspectors with some photos
