Hive appears to be Queenless on first Spring Check

About 5 seams of bees, but no brood whatsoever. What are my options?

Look for a duff queen, kill it, shake the bees out. They will find a way into another hive.

Look for the queen, kill her and unite the bees with another colony.
if you can't find her shake the bees out on a fine day

Check for eggs and larvae one more time. Some are late starters, If there are none then look for a queen. The chances are you have one but for some reason she is duff. Be prepared top spend a little time looking for her and then combine with another hive. Do not combine if there is any possibility that there is a queen in the duff or not! take the shaking route in that case.
