sure it is not the frost damaging the flowers? in my garden the flowerheads wilted and shriveled away after the frost we had last week.
 
no definitely not frost something has ate the whole plants rite to ground level

Our mice do.. (I reduced the gray squirrel population a few years ago and it has not recovered locally - hundreds more in the local woods where they are fed!)
 
I don't know why I did not remember this earlier, but looking at the sprouted bulbs today around the hive I noticed a few chewed to the ground which jogged my memory.
last year I noticed the odd vole coming out of the dry stone wall and chewing the tops of bulbs and other flowers in the border and then taking a mouth full back in the hole in the wall, so there's a very good chance it could be Voles.
