Artificial insemination is purely used to fertilise queens' eggs which she will still need to lay in a cell for the beekeeper to be able to use. AI is usually done to breed true to a race or have particular traits that may be hit and miss with open mating. These queens are then usually used as 'breeder queens'. AI has noting to do with a queen rearing method. Regardless whether the donor queen has been artificially inseminated or open mated the process to raise queens remain the same using any method. You need to use a fertilised egg that has been laid by a queen.

It is correct that this method of mating is generally used to produce breeder queens such that the genetics run pure. Known queen genetics + known drone genetics.
