Brood both sides of the Queen excluder...

I've just checked my bees and happened to have a quick look in the supers (I'm very late taking them off!). I found 2 frames (at one edge) with capped and open brood! There's also plenty of it in the brood box. Does this mean I'm more likely to have a leak in my excluder, or 2 queens? It's not a lot in the supers...and tbh I haven't checked them for a long while!

How do I ensure she gets back down to the bottom? There are literally bees everywhere!
 
Remove QE, put a rhombus bee escape on top of the BB replace supers. 24 hours later remove rhombus escape and supers but check no bees are left behind and throw QE in the bin if it's broken/damaged.
