Again if the pos / neg wires are wider apart than a bees wing span but less than a hornets then that makes it selective as the voltage is between any two adjacent wires hope this helps

i have seen constant voltage fence charges in the forest of dean for wild boar fencing but a)expensive B) Mains C) 5000v

Try going down the route of step up transformer should be cheaper low current

I think that is what they use here, 12v-1500v and a solar panel to keep the battery topped up. The box is only about 20cm square and low cost
