Any idea what this is?

Weather is not good for opening hive, but a few bees are flying and some are taking out white parcels.
Any idea what they are? They look like half formed bees to me. Any way of working out why this is happening?
Wasps are happy with them.

Probably just cleaning out dead larvae, slightly colder weather maybe chilled brood, or is there an increase in varroa mites - might be hygienic behaviour by the bees or the beginning of a problem - or as JBM suggested.
 
Mine are dumping drone brood in the horribly wet and cold weather of the last week.. so probably that...

Fortunately I stopped Queen Rearing in July so no mating worries now..
 
Thanks all. Didn't want to panic and open them up is bad weather.
