If you click on the number sold it shows the purchase history. That includes when and how much the previous items sold for. £3.99 to £5.27 in this case which since it includes carriage is the same ballpark as elsewhere. Putting the price up is a way of putting off sales when you have no real stock, perhaps promised elsewhere. Ebay systems start to notice if sellers cancel a lot of sales, it suggests you are getting free ads on Ebay then making deals outside to avoid the Ebay fees. Probably not in this case, but it's common in car listings or higher value electronics.

eBay now ranks listings according to the number of sales (amongst other things) and shows what it 'thinks' is the most interesting stuff ahead of other items in search results.

For multiple BIN items it's to the seller's advantage to keep a listing running even if he has run out of stock. Ending the listing loses ranking. The answer is to put the price up to something no-one sane would pay until the item is back in stock. If someone is daft enough to buy at the high price, the seller isn't likely to complain...
