Yes.
Once the risk of frost has passed and the colony starts bringing in pollen from hedges, etc. they need easy access to the hive. It's a good time to clean the floor if you haven't already done that.
With a young queen, you will see a rapid build-up, but, this brood-rearing needs food. So, long as they have a couple of frames of stores, they'll be fine. They will eat this quickly but fresh nectar will soon be coming in to replace it.

Stores - not much, total of less than a frame I’d have thought (though next door has nearly a full super). OSR now well under way plus blackthorn, bluebells and the first cherry blossom ( we are, luckily, surrounded by a real mix of woods, arable land, apple and cherry orchards, vineyards and hop gardens as well as a couple of acres of bramble on the doorstep).
