Getting virgin queens mated must be tricky in Oz, with all the drones blocking up the hive entrances instead of flying to DCAs.

Perhaps some reading on "open mating" will shed some light for you?

As put earlier use is to turn the urge 0ff, part of beekeeping is swarm
management yet nobody aside from local bylaws can enforce that
work be done. I'd offer that a Beekeeper is more about bees than
being persuaded by Regulation.
