Splitting a queenless hive

Is there any reason why I can't split a queenless hive (double brood and supers) into two and unite these to two queen right hives using newspaper ? I can't think of anything but I may well be missing something.

The only reason would be if they have developed into laying workers, but that applies for any newspaper combine. I am sure you have already checked for any sign of this.

(Of course, if they haven't developed laying workers, the other question is always - are you sure they are really queenless? But that's another issue)

Ta for that but can confirm it is minus queen and laying workers.
