Q cells without pupa case

Inspection today found three well formed and two small Q cells looking as if a virgin Q hatched (but no hinged cap ). However there were no pupa cases. I have not noticed this in the past. Are Q pupa cases pulled out by house bees before the wax case is removed once Qs have hatched? Or is the absence of a pupa case an indication of aborted Q production?
