Heat is transferred much quicker into the honey, from water, than from air. The higher the temp and the longer the time at that temp the more HMF produced and degrading of the honey. The water bath is used to Prolong the life of runny honey, and I would not use my warming cabinet at such high temps.

I doubt it, we just had our warming checked along with the regular visit. The checks are always a bit daunting but we have found the officers to be very helpful.

I begin to wonder how rubbish and dire storage conditions have to be before you exceed the limits?
Gentle warming to melt even if left in the warmer for a week must surely be much less harmful than cooking the honey and who does that?
Maybe people trying to melt wax and recover the honey, I suppose...but then that would taste awful
 
I never bother warming in jars to prolong life of runny honey. I leave in buckets for a few weeks to determine whether it will stay runny or whether it is setting. The runny stuff gets bottled as runny, the stuff that sets is seeded or "creamed" and sold as soft set. I warm the buckets to 32 degrees before jarring just to make it flow better. I only tend to jar up about 50-60 at a time.
