hive inspection

question. dose hive inspections attract swarms.
did the usual inspection today the went for the usual powow over the garden wall. then i and the next door neighbour watched a swam come cross the village and finely settle in a hedge 100 ft from the last hive to be opened.???

Not sure if this is the case but an old bee keeper told me that an apiary will attract swarms and he also said to me that on the 2nd year of a colony, the queen which left the hive 2 years prior can return to the same apiary.

Depends which way the wind was blowing, my guess pure coincidence.
