I have some crows feet that look similar.
The talons on a raptor would be larger.

Last time I saw something similar to these they were floating in a big pot of grey dishwater coloured stock in a hotel restaurant in China. Strangely Alan & I declined the soup courseCan anybody identify these? A few small grey feathers scattered about. Stan and I are at odds.
You should always try that sort of thing when on holiday as you will probably never get the chance again.L
