possibly one of the following:
they may actually be worker brood unidentified
there could be a queen that for some reason can only lay drone maybe a new poorly mated queen or an older one that has run out of steam
could also be laying workers what is the pattern of brood like and are there single or multiple eggs in cells?
 
Single egg per cell, drone laying queen... or as above ..yet to lay fertile eggs ...
Multiple eggs in cell, drone laying workers.. Shake out about 15ft away from hive and introduce a frame of BIAS..But you seem to think Q present.

I would only wait 1 week to see if the queen gets her act together.
If no good, squish. Wait a few days , removing frames with any eggs, then put in a frame of eggs and fresh larvae, from a good colony (if available).

Very few drone cells in mine.
