Why aren't my bees capping their honey?

Hi everyone.
During my recent weekly inspections I've noticed a significant amount of uncapped honey in in the brood chamber that they are not capping. It's definetely honey rather than nectar judging by its density and the weather has been very hot over the last couple of months but they don't seem to ever get to capping.
Any thoughts?

Been hot over the last couple of months? Where are you? August here has been miserable - can’t wait for the kids to go back to school so we get some decent weather again😎
 
Mine were capped about 3 weeks ago...Id say half is gone now after the bad weather over here. The old bumbles are flat out on the lavender right now.
 
I have a super that is 70% full and about 50% capped. But it's been that way for weeks. And another where they are still (as at last week) drawing out new comb. Since this is my first season I'm not sure what the trigger is to pull the supers off and extract what I have.

Consider clearing the second super, get them to fill the first one.
