Looks like it, I believe when they eat the plants they leave a 45 degree cut to the stem.
So unless someone has cut them, it seems they do.

As a surveyor of Water voles yes its a feeding platform... keep an eye out for latrines also little piles of poo bit like guinea pig poo...

put some sliced apple in front of the camera they love that especially on a floating raft

I used to canoe regularly on canals in the Midlands. You couldn't go twenty yards without seeing one, and then the mink came. We seem to be good at wrecking our own beautiful native creatures! Hope you have them by your pond
