Thanks for the kind replies. I have removed both the old and the new nests. No wasps harmed as none present when I did it. I’ll watch for fresh activity and remove before they can establish.

By the looks of things the big nest is an old one.
The spider webs confirm this.

The smaller nest is probably at the stage of being a single Queen with possible babies.
Maybe she is out foraging.
