I was asked already why I went that way but the reason for the thread was to ascertain if VAT was payable.

Only children's clothes are VAT free.

As Rab had already stated, VAT is charged on adult clothing.

Its only childrens clothing that is exempt.

Yes it is - apart from children's clothing - also import duty if you're bringing it in to the country.A few years since I worked as a VAT officer but i know that that hasn't changed. Some supplierw may not list the VAT separately, but it will be in there.
