I need to unite two hives. Hive 1 is Q+ Brood box, QE and 2 supers. Hive 2 is Q- Brood box, QE plus 2 supers. What should the configuration be for a news paper unite to eventually have double brood? Where should the paper be placed? Hope that makes some sense.
 
Put one colony plus supers on top of the other colony's supers with a QX under the top brood and over the queenright colony, sort them all out after the unite it doesn't matter which colony goes on top, but usually the one that has to be moved.
ie:
from the bottom: floor, brood box, QX (if the queen is in the bottom box) the colony's two supers, newspaper, QX (if queen is in top box) brood box, QX(if queen is in top box) that colony's supers.
